About SMC

History

The history of Municipal Administration in Jammu & Kashmir dates back to the second half of the nineteenth century, when the Kashmir Valley began attracting visitors from around the world because of its breathtaking natural beauty. At that time, Srinagar was known for its scenic waterways but also faced serious civic challenges, leading to the establishment of organized municipal administration.

The Srinagar Municipal Corporation (SMC) traces its origin to 1886, when the Government established a department to manage civic affairs under the J&K Municipal Act No.16 of 1886.

Early Municipal Committee

Initially, the Srinagar Municipal Committee functioned as a State Department consisting of 5 official and 11 unofficial nominated members.

1901: Population reached 1.23 lakh within 20.80 sq. km.

1913: Local elections introduced.

Municipal limits expanded to include Zoonimar, Batamaloo, Sonawar, Bonamsar, Rathapora. Major civic works included roads, drainage, gardens, footpaths, and electric street lighting.

Municipal Committee became Srinagar Municipal Council.

1987

First Finance Commission constituted.

2003

Upgraded to Srinagar Municipal Corporation.

2005

First Mayor & Deputy Mayor took oath.
